Availability versus accessibility
Not recalling something under one prompt does not establish that it is absent from memory. The useful distinction is between availability and accessibility. Availability corresponds to storage. Accessibility corresponds to whether stored information can be reached under the present retrieval conditions.1
With more than nine hundred high-school students, Tulving and Pearlstone demonstrated cue-dependent changes in recall and interpreted them using the availability-versus-accessibility distinction. Participants studied categorized word lists once. They then received either an immediate unaided recall test or a test supplied with the category names. Category-cued recall exceeded unaided recall even though the study conditions before the tests were the same.2 The cue changed observed memory without adding another study period.

The benefit of category cues varied with list length and the number of studied words per category. In the experiment, the category advantage grew as the total list became longer, but it shrank as more studied words competed within each category.2 Retrieval can involve reaching the broad category and then finding the particular word within it.
With a deck and twenty minutes, pause after a miss before exposing the answer. Try a broader category cue. If the answer then appears, the original failure was specific to the first retrieval condition. That observation can distinguish an access problem in that moment from complete failure under every available cue.
Boundary. Cued recovery does not prove that every unrecalled item remains stored. The experiment observed recall behavior, not memory traces directly. Availability was the interpretation applied to words recovered after the retrieval cue changed. Recall always reflected both the earlier storage conditions and the conditions present at the test.12
