The US-China Fault Line

In September 2026, Dario Amodei paired two prescriptions that pull in different directions. He advocated preserving a US capability advantage through restrictions on advanced chips, semiconductor equipment, and unauthorized model distillation. He also proposed narrow coordination with China on applications that threaten both countries, naming AI-assisted biological-weapons development as a possible subject of agreement.1 In a follow-up interview, he described China as the toughest dilemma and said his preferred sequence was to widen the capability gap first, then pursue limited cooperation.2

That sequence opens the durable problem. Cooperation is not simply present or absent. Rivals may have a shared interest in preventing one danger while competing intensely over the capabilities surrounding it. The difficult question is whether each side can distinguish a narrow safety measure from a maneuver that changes the wider balance of power.

A Western commentary reproducing the state-run Global Times response reported that it called Amodei's proposal a "Cold War script" and argued that safety language was being used to preserve US dominance.3 That is the publication's characterization, not a settled account of the proposal's purpose.

It requires a way to define the prohibited activity, observe relevant conduct, and respond to evidence without exposing everything a rival considers sensitive.
